To Whom It May Concern,
I disagree with your choice of dog owners putting nappies on dogs.
Firstly, it's really cruel because you are taking away dogs communication with other dogs if you were that dog how would you feel if you couldn't say hello, hi or how's your day going to other dogs.
Secondly, I think that dog should get the same respect as we do and if we put nappies on them it would be really embarrassing for them because imagine if you had to walk around in nappies it wouldn't be very fun would it.
Lastly, Just ask yourself if you were that dog that had nappies on how embarrass what you be? If you are not convinced with this message then i'm sorry I wasted your time but if you do decide to do this what is next bird nappies?
I just think you could maybe add some litter boxes in the public spaces problem solved
This week we have been writing a letter to the council about dogs wearing nappies! This is mine but it turns out it was a APRIL FOOLS DAY PRANK!!!

This is actually similar to my letter to the council.
What do you mean you will be embarrassed around other people when your dog is wearing diapers won't other people make their dogs wear diapers?
One suggestion would be to change the title because that is not how you spell fools.
